There are certainly foundation courses (i.e. A levels) in the UK run by various schools that will take in foreign students. I expect there should be similar courses in other countries, but language could be an issue. Is he willing to learn another language to take a university course in a non-English language? If not, that would rule out a number of countries/universities.

Brisbane is a wonderful city and I’m confident she’ll have a wonderful time here. I’ve lived in Brisbane my whole life and it has a thriving student community.
Tenancy laws are tricky to navigate when you’re new to any new country. Without local rental history, securing favourable accomodation is a little more tricky to manage. Especially since we’re currently undergoing a major housing and rental crisis at the moment.
My advice would be to secure student accomodation for her first year here at a minimum. While this is more expensive, it’s a lot more secure. Definitely a higher likelihood of securing accomodation here vs the public rental market.
You have two options in terms of student accomodation. First, securing accomodation on campus (depending on which university she’s attending) that is run through seperate bodies owned by the University. That would be my first pick. Second, there are private student accomodation facilities.

Perhaps that is why MOE referred to the H1 subject under the new system as the potential “interest subject”.
The problem seems to be that not all JCs would offer an unusual H1 eg Physics for Arts stream.

Yes, I see it the same way as you do - it’s somewhat a return to the old system of 30 years ago our time, where for content subjects, only 3H2s matter. It’s not an exact return, but close enough.
Hence, the H1 content subject even in the new system is not designed for people to actively use to pull up their UAS. By dropping 4th H2 to H1, you have more time to devote to the remaining 3H2s.

     My daughter in JC2 this year and didn't do well in JC1 and failed or MC in all subjects though she did fairly well with most As and some Bs in IP4. The college has given her a conditional promo and she is not ready for that exam also. I feel she may not be promoted. The college will let us know the results in the first week of Feb 25. I see her never willing to study and not sure the reason behind it. We tried to talk to her but she keeps silent. She has a bit of anxiety issues for exams but it should not prevent her from studying. She is saying the subjects are difficult though I arranged one-to-one tuition for her and she wasted the whole year creating backlog and the holidays also.

   If they retain, I don't want to repeat JC1 as I have little confidence she will study and pass it. 

What are the options lies ahead for her?  One option is Poly but will we have enough time after Feb to apply for Poly courses? Can she go for foundation courses here in Singapore which can prepare her for Uni or any other way she can appear for JC privately or overseas collages?

Please help advise on the options.
