Highly doubt so.
More like a case of a civil servant who was made to flip through the dictionary in order to come up with some out-of-the-box name... and it all went wrong. -

The students who chose IP for these 3 schools, do not know that they will graduate with A level, from Eunonia Junior College yet, at that time when they submitted their list of 6 choices Secondary schools.

It should be yoo-noy-uh and not yoo-noh-iea as MOE claims.
To make things worse, according to my friend Edward C. Yong who has a degree in Greek, it is pronounced as Eff-Ni-ah in modern Greek. Which in my opinion is worse. Lol. Imagine all the expletives going around. F-你-ah.
And final insult to injury? According to the same friend, 'eunoia' does NOT mean 'beautiful thinking'.
'eu-' doesn't mean 'beautiful', it means 'well' or 'good'. 'eunoia' = 'well-minded' or 'mentally ok'. a low bar to entry, clearly. honestly. 'eunoia jc' = 'mentally ok jc' or 'not insane jc'.

It also comes to mind the 2 lady cleaners in my condo, one a chinese and another a malay. They like to ask each other during lunchtime: 'you no ea(t) arh?'...eunoia? -
