Pasir Ris Primary hasn't been balloting at Phase 2B for the last 12 years. In fact, no schools in Pasir Ris have ever balloted in Phase 2B. -

MOE based the date on the delivery of vacant possession as stated in your sales and purchase agreement. Since the S&P is probably inked some time ago, delay in completion due covid doesn’t affect MOE requirement. You can physically take possession and move in at a later date, MOE doesn’t care.

It won’t make sense if someone had purchased a unit originally due for completion more than 2 years after the kid enter P1 and then argue that it has been delayed further by Covid. The point is, so? Without Covid, the Buyer won’t be able to meet MOE requirement also. -

I applied using a BUC last year for my #2. The VPD on S&P was early Jan 2023, so technically the VPD date is about 1 week later than the required move in date of 31 Dec 2022. I wrote in to MOE and also call the school to double/triple check if I can still use the new address for application. Sent in the S&P for their verification. They gave me the green light, so I went ahead to use the new address. I had to sign a letter of undertaking though after we got in to the school, to acknowledge that we have to move in by Dec 2022 or the school reserves the rights to transfer my son out.

At the end of the day, the VPD on S&P can only serve as a guide and MOE has to decide how far out is “out”? In your case it’s less than a month from 31 Dec, which probably sounds reasonable to accept considering that most projects complete way ahead of schedule (developers need to get paid by the banks / owners, long datelines in contract are more to safeguard developer’s interests etc). That said, even in your case, note that MOE still didn’t waive the 2 years from P1 dateline.
It’s a good suggestion to verify with MOE whether they can accept the VPD on the S&P before registration. It would be terrible if they reject your application after closing or leave you with very little time to work out an alternative. -
Riding on the home address topic, have there been any successful appeal to continue staying in the same school despite not being able to stay for 30 months?
Called the MOE hotline and all I am hearing is the repeated sentence MOE has the right to transfer the student out. This is so frustrating.
