The POC of a school is AL 10, Student A has AL 9 and put the school at the LAST choice. Student B has AL 10 and put the school as the first choice. Is student A or student B considered first?

The ranking order is a criteria for students with the same AL score… in this case, Student A with AL 9 should be considered before Student B with AL 10…
