The first press release about IP schools can be read http://www.moe.gov.sg/media/press/2002/pr31122002.htm.

Basically IP schools are Singapore independent or autonomous schools which are open to the public for students who can qualify on merit. However, 'merit' is not only defined by PSLE scores but also by other possible criteria.

They are not private schools.
