HCL is compulsory at RVH and the standard of Chinese is rather high there. If I'm not mistaken you need to meet a minimum grade for Chinese to be promoted each year.

RVH is a SAP school so there is a strong focus on Chinese literature, culture and I think there are exchange programmes with schools in China. So if you're interested in immersing yourself in a bilingual environment with good exposure to Chinese and China, RVH would have an advantage over SCGS.

SCGS has a good Talent Development Programme for its top 2-3 classes. There are exchange programmes with schools in the US, HK etc. Read here for more details: http://www.scgs.edu.sg/content/view/31/36/

The two schools are very different. It really depends on your dd's preference and inclination.
