If your child has "U" or "F" in any subjects, MOE may say "yes" but your daughter school must agree to do so.

The best persons to advice u would be the school's VP or P. Check with them if your dd can retake PSLE.

Alternatively, she can join NT next year and work very hard in sec 1. Hopefully with the excellent result in sec 1, she can be transferred to NA in sec 2.
