Yes, and it's by batches. If this is the only one in the whole development that shattered this way, then probably higher chance that it's installation or accident.

If it's not the only one, then high chance that batch of tempered glass got manufacturing defect, causing them to be prone to shattering. But even if that is the case, it is very likely that they will say that every batch also sent to BCA for testing, and they are used only if they are within safety limits...

May not be quality problem. Can still be installation, eg, whether they followed 100% to manufacturer's instructions and if there's any over-tightening. Or maybe user slip and bang into glass but still claimed it as defective goods.

Why are all the broken bits on one side of the floor only with an empty space at the bottom?

It's a different project built by different developers. The project, Pasir Ris ONE, is a joint project between Sing Haiyi Group and Kay Lim Holdings.
