Filipinos have problems with their their 'F's and 'P's, often interchanging them. For eg., affle for apple. I wonder if their native language pronounces fs and ps that way and that's why they're confused when speaking English.

In Tagalog (and presumably some or all of the Filipino languages), they don't distinguish between F and P sounds. Just like the Japanese don't distinguish between R and L sounds, and many Singaporeans (because of dialect/Singlish influence) don't distinguish between TH and D or T. Some European languages don't have the 'short i' as in 'sit', which is why quite a lot substitute the EE sound instead.

So when they learn a new language which has sounds that their mother tongue doesn't have, they will substitute with as close an equivalent as they can find, or just drop it altogether. Another problem that Chinese speakers have is the 'th' sound.

Very true. I still remembered how my room mate gave up on trying to teach me French. I couldn't pronounce the French \"r\" at all.
