You mustn't forget that there are illiterate, lowly educated residents, Chinese/dialect-speaking residents, IT illiterate residents, handicapped residents who cannot go far to the Head Office??

And the greatest 'problem' is, the Head Office long long time ago had already outsourced/delegated to the local authorities/town council/grassroots organisations (to give them some responsibilities) to sort these things out. Who's got the time at HDB Hub to attend to pipe leakage, paintworks, etc.? They are policy makers, not the facility mgmt services folks.

Well, I'm not amused at all. All these were probably done half way under that $24mil grand plan devised by his predecessor DO, but rehashed by Murali in the form of a new $1.9mil mini plan (probably part of the $4-5mil set aside per year of that 5-year-old plan anyway). Nothing ingenious, but do BB residents bother? Those that TMG interviewed (see my link above) were unfazed by DO's indiscretions and most were happy with him. These are the voters who don't care about new plans. They just want this BE to be over and done with, continue with whatever upgrading under that approved budget that was committed before the resignation of DO and get on with their mundane lives.
