MOE is trying to dilute/eradicate the elitism enclaves that have been entrenched in the popular schools. Hence the reservation of places in phase 2C for “outsiders”.<br /><br /><br />This move for affiliation into government neighborhood schools...I see it as driving some demand into the chronically undersubscribed schools (eg Blangah Rise and Farrer Park). For the northeast, I believe they have the stance that there are plenty of other new neighborhood schools in the Punggol/Sengkang region to absorb these kids if balloted out.</blockquote></blockquote>Luckily, Nanyang kindergarten <b><b> isn't </b></b> inside the above list of 12 primary schools, affliated to MK.<br /><br />imagine the crazy Frency :-<br /> parents can queue  / camp overnight just to enrol their (K1, K2 ) kids into Nanyang kindergarten, to enjoy affliation to Nanyang primary school under phase 2A2, if Nanyang kindergarten were to be inside this list of MK. Once upon a time, there were 60-70 pre-primary schools in the late 70s.  Did you guys attend any pre-primary school that was affiliated to your primary school?  The nation-wide registration then was administered by MOE and places were snapped up really fast by kiasu parents as those partner-schools were mainly Chinese or mission schools (deemed 'branded').<br /><br /><br />It's good that they are doing this with govt schools in the new towns.  Perhaps, over time, these 12 schools will become uber popular and 'branded' like those former pre-primary/primary schools. They are given the option to opt out at the end of each phase if they choose to pick another kindergarten or if they have their own alma maters to go to.<br /><br />You've got a point there on PRs whom the EYS and MK cannot bar from enrolling.  Will the PRs leapfrog to Phase 2A now?<br /><br />Perhaps MOE / MSF could stipulate that only those SCs who live within x km of that EYS or MK are allowed to enrol!  I know some people leave their preschoolers and toddlers with their inlaws or parents who do not live near them.
