Unfortunately, the poor students in third world countries often don't have decent wifi or gadgets, and may have to share a gadget with multiple siblings in a less-than-ideal environment. And quite a lot of the value of studying overseas, in a prestigious university or not, is the experience of living there, learning in a different culture, and making friends cross-culturally. While being able to do some studying remotely may be a boon, I don't think it can completely replace all face-to-face teaching.

Do more than half of parents with school-going children really want some form of HBL even after the pandemic is over?

Doesn't seem to gel with the experiences myself and my friends had with HBL.

It really depends on who they surveyed and the nos. in different age groups. The poster says they surveyed parents whose kids are in university level and below - that could include a lot of older kids. It would be more useful to break the students into age groups - 6-12 yrs, 13-18 yrs, 19+ yrs. I would expect that while some HBL would be appreciated for older kids, most parents would want pr school kids to be mostly/entirely in school. And if the families that were surveyed included more with home environments conducive for studying and better IT facilities, they might favour more HBL than lower-income families.

Personally speaking, as a lecturer, my vote is definitely for physical in-person learning. At least it means you are not like talking to yourself :). It is important is that a lecture should have some feedback from the audience, that the lecturer is constantly scanning the class to look for puzzled looks so that they can be properly addressed. I also missed the joker that is found in most classes that will make the class more interesting.
