For some areas, if you sum up excess applicants (applicants - vacancies) for schools that were oversubscribed in 2C, this is lower than the available spaces at the schools that were undersubscribed (in 2C).  In this situation, it's still probably OK to ballot for certain schools within the area in 2CS.  If unsuccessful, you will likely still be posted (relatively) nearby.<br /><br />I think this is one reason why we see schools with lower enrollment totals (say 100+ students per level) in different regions. It's really weird.  I've checked my numbers again and again without finding any error.
