I dont think they are really asking in relation to just those who are full as it really limit to 4-6 schools. I think darkicicle is trying to say is lesser goes to 2A1, so maybe those who have higher applicants will be resort to balloting and thereby result in those who stay near will go in and those cannot go in, will apply again and goes to the next pot with the 2A2 and again, distance will prevail.

With phase 2A1 oversubscribed over the recent years, I heard that many teachers are complaining to MOE about the vacancies available in phase 2A2. Fyi, staff of school may register under phase 2A2. I am pretty worried that MOE may review the registration process and reduce the vacancies available in 2A1 as I am intending to register my child under phases 2A1 and we are beyond 2km.
