We get these complaints about the withdrawal rule every year at the end of Phase 2C. Fair or not, it is precisely because of the manual registration process that creates the need for such a withdrawal rule. The best way to overcome this would be to replace the whole process with an online version, where parents state up to 6 schools they are interested in, up front, and the system simply allocates the places to them according to the same rules as the current system. That way, parents can be at least assured of getting a school that they desire even if it may not be the top one in their list. Also, the whole exercise can be stream-lined down to a single Phase.

i was about to write to MOE/Act Min about about having the P1 registration (especially for the Phase 2c applicants) centralised and the process should be similar to the SEcondary posting. are you going to write in? They are more likely to take in feedback than few years ago.
