For the SAP schools, you can get up to three \"bonus\" points if you include HCL. In other words, even though NYGH's COP is 261, you only need 258(+3) to meet the entry criteria. So to compare like to like with non-SAP schools, the normalised COP for NYGH should be 258.

By claiming that the \"normalized\" COP for NYGH should be 258, you are saying that by default, every student who scores 258 will be able to enter NYGH, which is untrue as the student must first have attained Distinction for HCL if she has a score of 258 as she needs (+3) to be able to enter NYGH.
What about if a student scored 259(+1)? She will not be able to enter NYGH...
