I thot COP for all schools across the board shld NOT include HCL points. It wont be a fair indicator.

By claiming that the \"normalized\" COP for NYGH should be 258, you are saying that by default, every student who scores 258 will be able to enter NYGH, which is untrue as the student must first have attained Distinction for HCL if she has a score of 258 as she needs (+3) to be able to enter NYGH.
What about if a student scored 259(+1)? She will not be able to enter NYGH...
