Answer -
MOE Edusave awards are given by (level first and then by COURSE ).
Are GEP and Mainstream, the same course or different course ?
Their curriculum are totally different. Can we lump all the ( Mainstream + GEP students ) together, to be assessed inside the same common pool ?
Obviously, cannot !
Means
they are separately assessed.
GEP students will have their own Top 10 % cohort (for each level GEP students, from P4 to P6) ,
while
Mainstream students will also have their own 10% cohort, by level. Mainstream got nothing to do with GEP.
Therefore, the answer to your question, is
split by level, for GEP (P4 to P6), Top 10%. Nothing to do with Mainstream.
Example
In Raffles Girls' Primary,
Total,
how many GEP classes are found there, say, at P5 level ?
Total, only 2 classes, ie. 5P and 5Q ? Last time, in year 2014, RGS used to have Total 3 GEP classes (P, Q and R) ?
Assuming that
say, each GEP class is small sized, have around 25 pupils, per class.
So, 2 classes will be Total, around (2 X 25), equal 50 pupils ?
That means P5 level GEP cohort will have around .... 50 students.
So, means that
for GEP RGPS P5 level,
out of Total two GEP classes available, the Top 10% P5 GEP cohort will also receive Edusave award, accordingly,
to whatever RGPS criteria that's been defined. Can approach RGPS school Principal, how she define the Top 10% cohort criteria. These 2 GEP classes got nothing to do with rest of the Mainstream classes.

Thanks for the reply! I thought 10% of school cohort makes the most sense but a friend told me it’s 10% of school gep cohort. DC also said there are at least more than 10 other better gepper classmates out of a total cohort of 50+.
10% of school cohort (gep + non gep)
Based on primary sch experience witnessing both GEP kids getting awards & non-GEPs. -
