may i check if we do Grass roots in the GRC of the school we want to apply for under the RC of our current address, but eventually we will move to within 1 km of the school that we want to apply for next year, and the new address is within the same GRC but of course , no longer part of the RC that we were serving at --- can we use the letter given to apply at phase 2B?

Yes you can. As long as your address and school is the same GRC.
The grassroots connect website will start to have the P1 Phase 2B module in May 2020, to apply for the letter of eligibility, so change your address weeks before to have some allowance for the system to update.
And of coz, your GRL status will have to start before 01-Jul-2018 to meet the 2 years min.
