The answer will vary depending on who you ask and which 'market' you are looking at.

The usual, definitive sources would be:
1. URA's https://www.ura.gov.sg/uol/media-room/news/2017/Oct/pr17-72 (for private properties)
2. HDB's http://www.hdb.gov.sg/cs/infoweb/press-releases/flash-estimate-of-3rd-quarter-2017-resale-price-index (for HDB properties)
P/S: They have very nice graphs to help us make sense of their numbers :evil:

Prices in central regions seem to have risen already (though rentals are still soft).
The current enbloc fever will probably push prices in the 2-4 mil bracket up? -

People really don’t mind paying ABSD because they think property prices have bottomed out? 7% is a lot. -

IIRC, prices in the central region had fallen the hardest. Hence, it makes sense if they should rise first.Prices in central regions seem to have risen already (though rentals are still soft).
The current enbloc fever will probably push prices in the 2-4 mil bracket up?
Can't really draw the second conclusion since enbloc fever won't last, and you can't tell what people want to do with their money. -
