If TPL Garner Less than the Minimum 12% Vote (or something like that) in Macpherson, Then shouldn't the Deposit be Forfeited?

And to further Refine it, Whoever get < certain % in their own ward (Say 1/3), should trigger off a By-Election for that Ward? Then this Coat-tailing Free Ride into MP Post will not be the issue any more ....
