If the receipt is accepted, your NKPs will be credited immediately and you should be able to use them to start bidding, or you can try to accumulate more NKPs in your account.

When you bid, the amount you bid + the 10 NKP admin fee will be removed from your account. Please ensure you have enough NKPs to make that bid. So if you want to bid 100 NKPs, you must have at least 110 NKPs in your account. If you get outbidded, 100 NKPs will be returned to your account.
