Apart from being an educator and a mom to 4, I happen to work with the less privileged and dysfunctional families. I'm also a volunteer. (Though less active since the boys arrived) Some of the said families aren't even living hand to mouth, just to share. They have no choice but to live entirely on welfare for awhile (which honestly isn't much at all) and for certain families it has to sustain a family of between 6 to 8... including babies, young preschoolers and also at times an elderly. The elderly for some also had dementia and other long-term/prolonged illnesses. Some of the children sadly are special-needs ones to top things off.
Amongst the few i personally taught (their children), counselled and helped... had one family member in prison or had passed on.. a couple of them were lost in the midst of staying together or separating entirely due to an abusive spouse.
Now... ppl who may have never worked with or even begin to understand how it's really like for these families will never truly know what they go though day to day basis. Granted there may be some insights from tv and what nots but the real ppl in this situation are not fully represented on the varying media.
Lower income families are the most helped ones to be honest. They already fall into that income criteria that enables them to be zoomed into for help of many kinds... monetary... food... education... tuition... etc. Childcare fees for them can be from a mere $10 token in an MCYS accredited centre like PCFs. We have many welfare officers and volunteers visiting them and assisting them with needs that can be met.
To keep it short, these families have access to varying modes of help from government institutions.. faith organizations.. volunteers.. welfare officers.. schools included. They are under the umbrella. They are taken care of as long as they first make the first move : to seek assistance. There will be some who stubbornly refuse help and sorts but eventually if help is necessary, the relevant organizations do step in. These families are within the system. Having worked overseas before, i can share that such families are indeed fortunate to be Singaporeans for in many other countries... they are often overlooked. They encourage upgrading and relevant courses to young adults and the parents in this category to enable them to help themselves and not just to wait on hand-outs from everywhere every time. This helps to ensure the people do not live solely on welfare for an undetermined period of time.
All this said and done, we should also not underestimate that only this group of children are needing help or are unable to perform well in schools. There are children who have had to mature beyond their years due to how they were raised and their environment... to badly want to get out of the rut their families are in and are doing well in society now.

I don't think my dd can do this assignment if she was P1, but if she brings back the assignment i will definitely help her coz i can't let her hand in blank sheet of paper the next day. I feel if the school work is allowed to bring back home then parents should ensure it is done and complete. If the school really want to test the children abilities then just let them complete it in school like test or exam.Actually, if the kid knows what to do, even if wrote broken sentences and un-organised words, and graded badly.. it is not so bad.. after all children's abilities vary, and they grade based on performance.
What I'm not happy with is, the P1 kid bought the paper to me, and ask \"how to do? what to do?\". Seems to me that they did not go thru proper explanation or training in class.
Just to share, my elder kid in P2, bought back this assignment, need to draw, then write sentences, words etc.. My kid was able to, w/o assistance, start doing the homework. Drawing ugly pictures, broken English etc.., but able to start on it. Then, when certain part not sure, ask me for help. This shows that the T had clearly trained them well in the assignment before. And even if the grades not good, I'm ok, because the kid was doing work that they were taught in school. they knew what they are supposed to do.
I am only upset if the kid had totally no idea on how to even start doing the assignment and what is expected of them. They are only P1, the T should have explain more clearly to make sure each and every kid understands and knows exactly what to do. How they perform, is then, up to the individuals standards.
Just bring back an assignment and expect the parent to teach? is that the correct approach? At least, provide a sample so that if it is parent's homework, they know how to get started..
To me it's more like an exposure for the child to report writing. But how much can a P1 absorb from it is all depend on individual. I think no point asking and trying to find out why, why this and why that... just do it!!! -

I think that it's important for pre-school education to be made compulsory. This is in view that primary education standard is getting higher.
I am with you 200% on this.
If there is anything that needs to be tackled immediately, this is one of them.
