distance from school is not a critieria in determining which phase anyone is eligible to register in.
it is only used when there are more applicants than available vacancies in any given phase. -
Hi,
I stay less than 1km from HPPS but unfortunately was turned down for PV for my older boy’s 2013 admission. I am trying to apply for PV again for my younger boy’s 2014 admission. If my older boy fail to get into HPPS in 2013 but my younger boy succeed in getting into HPPS in 2014, is it possible to request for a transfer for my older boy to HPPS when he is in P2?

number of kids is not a factor in determining registration priority. -

If there is a vacancy and there are other parents requesting for transfers as well, how good is the chance for acceptance (given that it is <1km + sibling in P1) as compared to other reasons that schools normally come across? I had the impression that the only reason that schools consider for transfer is when the student move to another residence and is requesting for a school that is closer to his/her new residence. -

It actually depends on the school, so nobody knows. Whatever it is, you have to keep on calling the school to follow up. Sometimes, perserverence pays.
