So how do I apply for GRL to be EM and how do I know which one to go to that belongs to the area where I live?

I believe you have been given the wrong information. I am staying in a condomimium and am serving in an NC, which is the equivalent of RC for private estate people. So the NC is precisely for people who are not staying in a HDB flat and to say you cannot join it is clearly not correct. Unless they are saying there is no NC in your constituency. As suggested by the others, you can go to PA website and sign up as a volunteer. The relevant community center staff should call you in due course.

You cannot search like that... the only way is to use the postal codes of the schools you are targeting and check at the PA website to see its GRC.

I can safely tell you schools like RGPS, NYPS and SCGS fall in the Moulmein-Kallang GRC.

Maybe u shd wait until this year registration to take a look at MOE website.
I only know that RGPS is under Moulmein-Kallang GRC. In this GRC, there are quite a number of popular school.
