56-47=9 (<1km)
Still have the chance to get a seat in KH during phase 2C balloting
69-56=13 (>1km)
Maybe no chance if the balloting will be conducted during 1km in phase 2C -

I agree with CCV, chances are in phase 2C, balloting will conducted for <1km. So those staying >1km can forget about applying in 2C. -
