We can just play register here and see how many KSP will send their DS to ASCP and ASCJ. Me first. I will register my DS to ASCP less than 1km. From here, you will know how many already taken just from KSP.

In your hypothesis, the 13 within 1km will go in without balloting and the rest who are 1-2km will need to ballot. So you pray that there will be lesser applicants who live within 1km. -
