You could call the CDAC (if you are Chinese). Sometimes, they email to volunteers who might be willing to teach children from single parent families or not financially well-off. The CDAC will have quite a large database of needy families. http://www.cdac.org.sg 6841 4889
For other races, I would think that their respective CDAC equivalent agencies would do the same.
