Just google for a gif animator, there are plently out there.

Step 2:
Install Paint.Net. Then make 3 copies of the same picture.

Step 3:
Use Paint.Net, cut the head out, same as .png file so that the background is transparent.

Step 4:
Rotate this .png file with just a head, then superimpose on the orignial file & save it. Now you have 2 files.

Step 5:
Do the same each time with different angle of the head.

Step 6:
Then put all these files into the gif animator animator software & will will create a gif file for you.

Step 7:
I need some sleep now !!
