Q&A - PSLE English

Were the government to raise interest rates, they would lose the election.
Such was the response to our appeal that we had to take on more staff.
These are not very common S&T questions, and I am a bit rusty on the second answer (I cannot recall if the qualifier, ‘great’ is necessary). If there are any other teachers/linguists who’d like to weigh in, it would be much appreciated!

Many thanks in advance if some can help on why the answer below is "bid":
No one at the action dared bid on the priceless ‘Star of the Sea’ pendant.
The options are: bid / bids / have bid / bidding
thanks. -
One more that needs help, why is the answer "are" when statement is about thing of the past:
Flowers (are) commonly used to design clothing worn in the 1960s.
Options: are / were/ have been / had been
Gosh, the more I mark the more confused I am…guess my only grammar foundation is also not there.
TIA.
