I don't understand your question. Are you asking if application for Phase 2B is confirmed if applying as a community leader? Or are you asking if application through Phase 2B is confirmed even if balloting is required?

For both, Phase 2B is not confirmed. Even if balloting is not required for past years or balloting is only required for certain distances in past years, no one can guarantee that for your year, there will be no balloting required.

FYI, the only Phase which is confirmed is Phase 1, when you have an older child in the sch you want your younger child to enrol in.

Once you are in Phase 2B, if balloting is required, distance criteria sets in. If the school needs balloting for those staying 1-2 km, and you stay > 2 km, you are out of the race. There is no such thing as \"confirmed\" because you are a community leader. Your participation as a community leader entitles you to apply one phase earlier than those who are not involved in anything at all.

Once you are in Phase 2B, if balloting is required, distance criteria sets in. If the school needs balloting for those staying 1-2 km, and you stay > 2 km, you are out of the race. There is no such thing as \"confirmed\" because you are a community leader. Your participation as a community leader entitles you to apply one phase earlier than those who are not involved in anything at all.

In addition to have been given the change to apply one phase earlier, you are also getting additional chance at the school of choice. Meaning, in the event that an eligible applicant for phase 2B application did not get a place during phase 2B, he/she can still submit another application during the next phase(s).

I think the most efficient way is to get to know the grassroot organisation of your choice & to know the key appointment holders like chairperson.

Different organisation has different needs. If you could fill the needs then your service will be much appreciated and regardless of length of service, you may find yourself holding appointment in no time. I know someone was appointed Secretary while still being an Observer, skipping EM.

Different organisation has different cultures. If the advisor is a minister, then likely there will be a lot of volunteers around, and your service/presence may not be so significant. This may slow down your appointment as EM.

I suggest going down to the the preferred organisation and observe for yourself. See if you can befriend the volunteers there and accept their culture and also gather ‘intelligence’ on the information you required secretly. Openly stating you are joining them on the account of "phase 2B school admission exercise" is not going to help you as the die-hard true-blue long-time serving volunteers will understand you are coming in as ‘short term’ membership.

Dont need to wait and pray hard. Go find out the following :-
1) past history of admission exercises, whether anyone has to do ballotting during phase 2B, if have: for which distance (<1km, <2KM> 2km).
2) ask around to see the school's willingness in accepting volunteers. If the school accepts anyone and everyone, then likely there will be chances of ballotting. Phase 2B is for community leaders, parent volunteers, associations/clans members.
