26. My child is being looked after by the grandparent or parent’s sibling, can we make use of their address for the purpose of registration?
Statutory declarations are required where parents may enroll their child in a school within 2 kilometres from the place of residence of either of the child’s grandparent or parent’s sibling. The eligibility criteria (s) are as follows:.
■Both parents are working full-time at the time the statutory declaration was made; and
■The child is under the full time care of a grandparent or a sibling of either of the child’s parents; and
■The child’s grandparent or parent’s sibling is not employed.
And do note that
30.What is the balloting priority for children using statutory declaration for the purpose of registration?
If statutory declaration is used, children who are registered using either of the grandparent or parent’s sibling address and residing within 1 km or between 1 km and 2 km of the school of choice are balloted together with other children residing between 1 km and 2 km. -

Using non-related caregiver's address cannot work. The relationship is too distant and difficult to prove. My cousin wanted to use my mum's address for TNS using the reason that she is the caregiver. Although they are related but the relationship is too distant. BTW, he even brought my mum to MOE to try to ask if possible....Extracted from MOE FAQ

initially it was a relieved after hearing that MOE released that citizens have given 2 ballots for our best selection, thereafter it comes back to be a concern again. i realised our area has a lot of PR: recently i encountered that quite a no of the PR converted to SC (2 PR shared that if one of the them convert to be citizen will do), they will have a chance to get 2 ballots. SO, one of them convert will gain the benefits as citizen; they can get HDB grants and also balloting for schools and more. :x dont know it is cos they are smart or vice versa... sigh...
back to that, i see the track record that MBS has to ballot for less than 2km. im looking around other schools for 2nd good choice but seems to be difficult. anyone can advise me if you are staying around Ubi, which will be your 2nd GOOD choice? I have 1 girl (elder) and 1 boy, so i need to look into mixed school.
any parents encountered this issue? please advise....

It’s nice if PRs convert to become Singaporeans for the long term purpose of sinking their roots here…but if the couple are both PRs and one of them converts to SC because of HDB grants/school/health care, then it’s really not fair. I would say they are smart to make use of the system to enjoy the benefits Singaporeans are entitled to. -
singapore is a multi-racial country, we will always open our arms to welcome them. but seems like it is taking advantage on the system.
anyway, i am annoyed that i have to share these 2 ballots with them.
this system is supposed to protect us (the sincere citizen who is loyal to our country), what on earth…
someone, please advise me on the 2nd better choice of primary school??? -

I’m a Singaporean mom but my elder son (going P1 this yr) is holding Malaysian ppt. We struggled to decide whether to convert him (to PR / Citizen) but finally agreed to wait a little longer…
He’ll be in Phase 3, I’d like to find out what are the better schools among those which still have vacancies in Ph 3 ? Saw a no. , e.g. Stamford Pri, Bt Timah Pri, Bedok West Pri, Farrer Park Pri, Tanjong Katong Pri…etc etc… but no idea which one better…we’re staying in the M. Parade now and quite ready to move closer to his school if needed.
Would be v. grateful if someone can share advice / experience…thank you!! -

I do hope it is not because of NS.
IMO, not much different for phase 3 schools so choose one that is near your place. Tanjong Katong is usually quite HOT for phase 3. -

To be honest NS is one of the considerations. Hubby and I are not sure whether we will be in Sgp permanently so we try to leave the options open for the boys.

hi all, i’m very new in this forum…
I hav a yr 2005 boy whom we going to register him for P1 next year so i’m very stress now coz i’m SPR & not really know the education system here in SG… ok, wat i wan to know is if we register under phase 2C in a very popular school, will we stand a higher chance if we stay within 1km? how the balloting actually takes place for 2C? i heard tat if the application (for 2C) for those who stays within 1km is already exceed the vancancies, then the balloting will be carried out & therefore no chance for those who stay outside 1km… is that true? i’m asking coz i wan to know if it is worth to move to somewhere nearer to the school coz i’m now staying 1km-2km of tat school… Pls HELP!
