yes, they do take into account that the Singapore Cambridge GCE A level is of higher standard than the UK one - when the situation is borderline in awarding the last few offers. And not just comparing with UK A level, they are also comparing with A level from other countries
no black and white statement on this, but if you have access to the admission officers, there is hope
Note : some courses are off limit to foreigners, regardless of grades -

That said, I know of cases where people missed their offers and still got in. That tends to be on a case-by-case basis, so best not to get into that sort of situation in the first place. -

are you talking about the AEP or just normal ART?
I know there are 3 JCs offer AEP, HCI, NJC and NYJC.normal art not sure. -
