nothing can replace GP or PW.
So distinction in O Level HCL can only be used to fulfil local uni requirement (which only require a pass)? Nothing else? Somebody told me can replace a certain H1.pirated:
Is it correct that distinction in O Level HCL can replace H1 GP or H1 PW result?
Incorrect. -

Absolutely.

RE is a useful skill set applicable in uni
PW is just opportunity to get to know who are slackers in the team and share the grades and you found who you don't like. And is a marker for end of JC 1. -

I found MOE FAQs on A Level from this link

Please see the words highlighted in blue. Anybody knows what it means? Does it mean if got distinction in O Level HCL it can be included in the calculation of UAS?MOE FAQs on A Level:
37. What are the subjects that count towards the University Admission Score? How is the computation of scores done?
Subjects that count towards the University Admission Score are General Paper (GP) and Project Work (PW), as well as three H2 and one H1 content-based subjects, of which one must be a contrasting subject.
An H1 subject will be counted as half of an H2 in terms of points computation. GP and PW will be calculated as H1 subjects.
MTL will be treated as in the previous framework, i.e. require a sub-pass for admission but omitted from the calculation of the University Admission Score, but students who score well may submit their MTL grades (as an H1) on top of other subjects required towards their University Admission Score, which will be re-based.
For examples of computations for subject combinations beyond the norm, please refer to http://www.moe.gov.sg/cpdd/alevel2006/u ... beyond.htm -
Usually students take GP,PW,3H2+1H1 or GP,PW,4H2.
For the latter, the worst H2 grade will be counted as a H1.
HCL grade can be used in place of the H1 grade, taking the better of the 2. -
