Hi h3m, From my dc's description, the Stimulus-Based Conversation picture was similar to EPH's <<Preparing for PSLE English>>, Specimen Paper 2 (Paper 4), albeit with less details.
Questions were also similar to those in that book, something along the line of...
1. Look at the picture. Would you be interested to attend the Storytelling class during the Dec holidays?
2. What are your hobbies?
3. What do you do to relax?

The topic was 谈谈公共场所的清洁. If you talk about your views that it was dirty, is that considered out of topic ie zero points straight?

No. Here 清洁means cleanliness and not clean. So you can say it is dirty. In fact, you have more points to talk about if dirty.

Yes, this is in fact the best type of answer. For oral (and secondary &JC essays), it is best to give both sides/views to show your balance and awareness that the world is not all black and white.
