Our part of the world as in this tiny red dot? Chinese people isn't really known to be soft spoken.
Agree with the shout talking..I believe most people from our part of the world will receive compliments for being soft spoken due to our culture..
But some are just being rude.
And echoing pirated, I would say most people from our part of the world (i.e. Singaporeans) can't really tell the difference unless we live in China for a while. -

Once on a weekend without a driver I was browsing a shop selling shirts
List price Rmb 500. Quite nice to my liking, but I was just browsing to while away a boring weekend
As I was walking out the shop I overhead the sales assistants sarcastically saying "even Rmb 100 he won’t buy!’
Well you can either take it as an insult or a challenge. I chose to turn around and gave her a piece of Rmb 100 and took the shirt. Hahaha. Didn’t even have to bargain -

MrsKiasu:
The other day, dd1 was trying on those paper hand held fan while I was browsing their cheongsam. And the lady told my dd not to do that..which I think a better tone could be used. Of course I will not buy anything from this store and brought my dd away. I asked if dd felt hurt to be told off. But immediately I asked if she were the shop owner, will she do the same thing? Imagine if all people go there and try on the paper fan..
But if browse only no touching and gets scolding that will make us quite unhappy la ..
I was told that in China, never browse unless you have intention to buy.
I wonder-if everyone complains our retail service is bad, what about China? -
zbear:
I don't think so, but probably don't handle the goods too much if there is no intention to buy. I find that shopkeepers in tourist areas can be ruder as they have more customers. If you are in less-busy areas, they are much nicer.

As for culture and manners, you learn what you see as you grow up. In a culture of intense competition without a tradition of \"good manners\" in the western style (good manners in Chinese style is different, and a lot has been destroyed by communism), you can't really blame the people for not knowing the international norms. -
zbear:
Well, China never styled itself as a shopping paradise. Neither does it place any emphasis on their service industry. Hence, there isn't a need to \"normalize\" itself with global (i.e. Western) norms.

Singapore, as I recall, had a notorious and poor reputation in its service / retail industry in the past. If we can change (probably easier given the relatively short history and island state), so can China, albeit at a much slower pace. For now, we just need to drop our cultural biases when out traveling. -
