Ultimately, it is the owners' fault. Either they cannot be bothered to get a good MA or cleaning contractor, or they are too cheapskate to employ a good one; or they just cannot be bothered, period.

Any tips how to find a good bargain unit out there?

We bought a HDB in late 2014 because of the school, back then property were still on the high side so we choose HDB. But now the price has drop. Is there a way to go around it and bought a condo without meeting the HDB 5 year MOP? Or we really have to wait till end 2019 to be able to buy new launch condo?

HDB? No way to go round it.
However, you don't have to wait till MOP of 5 years as usually in the 4th year (2018), you can appeal to waive the MOP provided you are buying a property under construction that will TOP after your 5th year (2019). -
anyone has experience of getting around the ABSD issue if intend to buy second or third private property? Do we really need lawyer to do the de-coupling and sort out the taxation issue?
