the difference lies in whether he prefer ACSI IB, or prefer A level more ? Which path is he more inclined towards?

Victoria secondary should be going to VJC, not Eunoia (that is for Catholic High IP)

ACSI for year 5 and 6 is only for those taking IB in their sec (and those joining them for IB after O level results). Otherwise proceed to ACJC for A levels

My son is having a hard time deciding between acsi and Victoria (O level track). Both are excellent schools. Wondering if anyone can share their perspective so that we can make a more informed decision. Thanks!

You may also want to consider if school fees are an issue since ACS(I) is an independent school.
