Things will be so dynamic before gate closes for phase application. 1st day over-subscribe but brave parents may still ramp up those numbers. On the other hand, the weak hearted ones may withdraw fearing ballot, negating necessity to ballot. The steel-hearted parents may stand firm even if ballot going to happen & survive this round.
