Cannot finish compo in time is more of a time-mgt issue than teachers setting a tough paper.
I think the tough paper scenario would be more like Maths in which there are some super difficult questions that take up the students' time if they don't remember to skip the question then come back later. A few of those types of questions in in Paper 2 would eliminate many many marks.
problem sum questions are tough especially prelim exams. they are out of the world! -

some kids are stressed when their classmates keep asking for paper! so please teach your kids to ignore and focus on their own exams.

I used to be one of those who keep asking for papers. Not because I wrote a lot but I kept writing wrong introduction and do not want to waste time using correction tape. LOL -

a) they realized they wrote wrongly, perhaps out of point, so ask for more papers from invigilator to re-write,
b) they genuinely have a lot to describe in greater detail, have a lot to write, hence requested for more papers -

this weekend would probably be spent preparing for PSLE oral. this is the first PSLE exam followed by Listening Comprehension which can score high marks.
