The after school care service does conduct balloting if there are more than applicants than the seats available. Not sure if they have any criteria for selections of pupils, but at least it is not first come first server, isn't it?

And since the article mentioned pro-teach and Hong Wen in particular, guess you need to check with the centre quick.

Hey there, I'm not sure where you stay but Sunflower Preschool Balestier provides after school care and they are at Lor Limau just above the Whampoa NTUC. My DD is in K2 there and when I pick her up, I see a lot of children from Hong Wen there. They have school bus service too. Just sharing another option if it's feasible for you.

Hi, floppy, Hong Wen has offered a place for my child (P4 for 2020). I like to know which primary school slightly better on academic. ie, the recent PSLE result. I could’t get as here too much information.
