Whenever # applicants > # vacancies, distance priority always comes into play. For every phase.

No. If 2A1 is oversubscribed, there will be zero places leftover for 2A2.

If you are not <1km, you will have no chance at 2B or 2C either.

So you will probably have to use 2C at another school much nearer your house.
