True, but that is MOE's rationale. I believe parents can insist on taking HCL despite grades, because the child is 'strongly discouraged' not 'disallowed'.

as expected(sadly) , HCL is the weakest link although kid has tried her very best.

Like last yr, dd is only getting her report bk back in term 3.... :? Really dun understand y her school adopts tis practice......Wondering is it tat the teachers couldn't finish the report book in time or mayb trying to help the kids enjoy their hols??? :roll:
