The difference is Taiwanese didn't mobilise their army boys to pack and grassroots volunteers to distribute masks extracted from their stockpile.

On the other hand, Singaporeans will flash NRIC at our respective RCs/CCs to collect one-time free masks. Our method places burden on our NSmen and grassroots organisations, rather than the pharmacies.

      Extracted from https://www.taiwannews.com.tw/en/news/3874734

\".... In order to fill the gap in manpower, the Ministry of National Defense (MND) dispatched Army Reserve officers and enlisted personnel to aid in the production of masks. From Feb. 3 to Feb. 11, more than 1,800 Army Reserve troops have been assigned to 28 manufacturers to help boost production, according to the MND....\"

Yup, I already mentioned earlier. But the key diff is ROC army boys are producing & increasing more masks to meet the market demand, not packing existing limited stocks from Ah Gong's warehouse.

Military personnel in Taiwan and inmates in HK have all been roped in to help produce masks.

I think we need to learn from these other places and have contingency plans to flexibly convert small light factories into makeshift surgical mask factories in an outbreak. I know we have Innosparks producing Air+ smart masks but those are currently useless in blocking out COVID-19.
ST Engineering's subsidiary, Innosparks, can take a leaf out from other production lines. Surgical masks production should be pretty low-skilled, but u need the materials.

Formal requests still have to go thru MOH.

\"MOH said a total of 260,000 N95 masks were requested by retailers on Sep 12 and Sep 14 \"to supplement their own source of supply\".

The masks were delivered to the retailers a day after the requests, the ministry added.\"

        https://www.channelnewsasia.com/news/singapore/haze-n95-face-masks-available-national-stockpile-moh-government-11919286

National stockpile is not the same as NTUC stockpile. Every ministry has its own stockpile in the national stockpile. MOH's antiviral drugs, PPE (gloves, masks , gowns). Mindef has its own ammunition stockpile. HDB , BCA stat boards also have building materials stockpiles. Power plants also must have fuel stockpile. MTI's stockpile should comprise infant formula milk power, rice...if I m not wrong

The masks via the retail channel are forever out of stock. Give up liao, working from home every day now. Anyone knows where can I still get sanitizer?

One very big difference between Taiwan and Singapore is that Taiwan is a fairly major mask manufacturer. I think they can ramp up production to supply their own needs quite easily.
Another major difference is Taiwan is not a WHO member, and is now under anti-China DPP administration. They could disregard certain WHO recommendations and impose their one-month mask export ban as well as strict travel restrictions on mainland visitors much earlier. Earlier travel ban means fewer imported cases, and lesser psychological demand for more masks as the local cases recover.

If they have excess masks from their factories, we can perhaps order from them after the ban is lifted end of mth. Singapore is not like HK or Macau where their daddy can generously pass 20 mil or 170 mil free masks across the border. We have to plan carefully.

Can try luck at small retailers in old shopping complexes or lanes.

Was quite lucky to be able to pick up some at these places these few days - probably residual.

They are also not displayed at eye level.
