            I would go with (1) passed up and (3) put forth.

            Are these from actual papers or one of the Vocab MCQ Explained books?

            Can't be 'passed up' cos it means handed in/submitted. In the olden days, our Brit-taught Peranakan teachers always said, ''Pupils, please pass up your spelling book.''

            ''Put up'' recommendation is pretty common at the workplace. ''John, has your team put up those recommendations for mgmt to vet?\" 😆

              Answer is (1) passed up. Meaning of passed up is to give up on an opportunity.

                Perhaps it's indeed ''passed up'' (albeit it's an informal expression per OALD), as ''passed over'' seems to be expressed more often in passive voice. 🤷

                        Is there a context to this sentence? I would say either (2) or (3).
                        \"put up\" if the recommendations are given to a higher authority - your boss or MD, say.
                        \"put forth\" if the recommendations are given to the same level as yourself, e.g. general public.
