Well written
I think it should be this way.
If you stay at Bt Batok and your parents stay at Clementi and your parents are caregivers of the child.
The child is P1 in 2022
You can use Clementi in 2C as SD, and if you get in due to distance, you need to make sure the Clementi is valid from 30/6/2021 to 31/12/2023.
If you fail to get in, using Clementi. You can use Bt Batok for 2CS, as that is where you stay. And if you get in due to distance, you need to make sure Bt Batok is valid from 30/6/2021 to 31/12/2023.
Therefore, the answer is yes, you can use a different address in this manner.
Method 2
However, if you plan to use Clementi as your nric address, meaning you move in with your parents (assuming it is a big house with enough space). And then you go for 2C using Clementi, and fail to get in. 2C is in August 2021.
After that you change your nric address to Bt Batok and use Bt Batok for 2CS, and get in due to distance. In this case, your nric from Bt Batok is not from 30/6/2021, so I dont think you can use a different address in this manner.
This is how I would interpret that MOE paragraph. In reality, I dont know know if anyone has done Method 2. -
To add.
Using Method 2, after the change of nric to Bt Batok for 2CS, if successful in getting a place in 2CS school and it is a shoo in without balloting, then I think it is fine. -

I don't think the system will reflect your new address that was changed in August?

MerlionInGermany means that if you can get into the school without balloting, then your address doesn't matter at all.

Hi bobmaxiao, may I know if you managed to get a response from MOE? I am in a similar situation where I plan to register with current address <1km from the pri sch, but will likely have to move when my child is end-P1. Wondering if there is flexibility in moving to a <2km house then, in the situation whereby only >2km required balloting for that Phase.
Exactly what we are gonna do now. better ask for clarity than kenna troubles! thanks guys for the input!!!!
Thanks in advance! -

Not possible. You can move only same or better distance. If you know your property coming up in end P1, you should use your new property address to register.

That's right. You need to use your new property address. Some might still do it, but you run the risk of becoming made an \"example\" by MOE if you get caught. MOE does do random checks and people who get \"balloted\" out may not be very forgiving...

Hi wise parents,
My friend stays with her parents and intends to use her parents’ address when it comes to P1 registration. Is that valid even if she does not own the house? Will they ask for proof of ownership title deed etc, as she is unsure what documents to prepare. Thanks for advice! -

Her NRIC needs to reflect the address.

If still not reflecting the address, check out ICA requirements on how to apply:
