My dc was in the 1st HRW group being called out last week.
3 days into their HRW period, another friend previously not in the 1st HRW group contracted Covid from somewhere but somehow no new contacts needed to serve HRW despite being in the same classroom.
7 days upon the completion of the initial group's HRW, yet another person got it from God-knows-where, and again no one around him received any HRW thereafter. All the people in the 1st HRW group had been tested -ve every day, meaning they were able to attend school and were therefore in close contact with the 2 new C+ friends throughout the week. Yet, no need to re-serve HRW like your niece. Haha...They assumed the 2 new C+ folks got it from the \"class epicentre\", but I understand it is not true cos their siblings/parents actually got it from outside! They are of different links.
No wonder so many HRW complaints on MOH's FB comments page on 15 Feb. There was no update on daily cases on 16 Feb on MOH FB. I know there were 13 deaths as of 12 pm yesterday.
I had cases in one of my operations and we had calls after calls from MOH to submit names and all of contact tracing and all in contact were issued HRW. Best thing is within that week we had a few cases surfacing over a few days and each time a different officer will ask for the contact list all over again. I had to tell them time and again that HRW has been issued to this same list of people already and they say have to update their HRW to cover the 7 days from last known case. So I asked them in that case it will be a never ending HRW.
On the other hand, my other site also had cases and my manager submitted all the info to MOH and waited very patiently for MOH to contact them and until the 7th day, no one contacted them to follow up on the cases or to issue HRW.

Based on info from those infected and those who received HRW, a person will only receive HRW if the +ve contact register them in a link after they visit the doctor. If the infected contact did not visit a doctor or did not register them/their info in the link, then no HRW will be received.

Yes. There may be special situations, like schools, hospitals and specific sectors, where schools/employers may be required to report all positive cases. In those cases, close contacts will get HRW, I expect. I know a family where the positive person intentionally went to see a GP to get into the system (before the supervised ARTs) so that all the family members could get HRW and the free test kits. They could have just self-imposed home recovery, but wouldn't have got the free kits.

Not too sure, never receive what we were expecting but followed the protocol and tested daily before leaving home, from a social responsibility perspective.

Or just forget self-testing on such a wide scale. If the no. who are required to be tested is smaller, the govt can provide for that. Let people who are actually quite sick get tested in clinics and hospitals, and not bother with contact tracing. If regular rostered testing is needed for some sectors, their employers will provide.
