Hi I have called MOE recently to ask the exact questions, the response I received is as follows:
1) No, you have to move within the same distance category (i.e. if you were within 1 km you have to move within 1 km). Once balloting is conducted at any category and your child “gains admission to the school using distance priority”, the requirement is to maintain residence within the same category at time of registration. I actually tried to pose arguments that priority was gained for anyone within 2 km without a need to ballot then had the child registered with new address 1-2 km the outcome would have been the same but essentially the officer I spoke to maintained that the rule was “within same distance category” and should be adhered to. She does not disagree with my reasoning but basically their current rules are worded this way and would be interpreted strictly this way.

If my current address used for registration is less than 1km from the primary school and my child successfully got into the primary school at phase 2a, as the balloting only took place at >2km, can we then change the address to our parents’ address (within 1-2km) who are caretakers for my child within the 30 months/ after balloting?
2. If my address used for registration is less than 1km from the primary school and my child successfully got into the primary school at phase 2a and no balloting took place at this phase, can we then change the address to another which is more than 2km within the 30 months? -

Like I said earlier, this is a grey area. MOE's position is simply - don't you dare to move if you got in by virtue of distance :).

Haha yes, though if I were in their shoes I would have responded the same too to cover my backside… until the day MOE changes it’s official FAQ and wordings.

Anyone knows if both parents need to stay in the registered address if address was used for P1 registration under phase 2C.
If say we bought a new property that is not within 2km distance. Then one parent change address to the new property that is closer to another child secondary school (while the other parent still stay in the current house with the child that is in the primary school). Will it affect anything?
Basically we have 2 properties. But does both parents need stay in the one that the P1 kid is registered? -

Address of both parents hv to be same, assuming not in process of divorcing with proof of proceedings. I’m not assuming anyone asking yr type of questions are divorced couple.

1. The address used for Primary 1 (P1) registration should be the parents' official residential address as reflected on the NRICs. This address will be used to determine the Home-School Distance category, where required for consideration of priority admission.
2. 30-month stay requirement
MOE recognises that some families are unable to remain at the address used for registration for the entire duration of the child's primary school studies. Even so, a child who gains priority admission through their distance category is required to reside at the address used for registration for at least 30 months from the start of the P1 Registration Exercise. For reference, the 2021 P1 Registration Exercise started on 30 June 2021.
If the 30-month stay condition is not met, MOE reserves the right to transfer the child to another school with vacancies, as the priority admission to the first school was based on the declared address used for registration.
As a family unit, u’ll be staying at either one of yr properties but not both right? P1 registration will not depend on how many properties u own but which u will be registering for P1 & stay at for at least 30 mths. Anyway, address in our i/c depend on our physical residency & any mis-reporting or miss-reporting wld hv contravene ICA regulations. So, can’t play around with addresses & split hairs with the authorities. There were cases in the past where parents get charged or poor kids get switched out by MOE after being found.
“ All Identity Card (IC) holders, including Singapore citizens and permanent residents who are residing overseas, are required to report a change of residential address within 28 days of moving into a new (local or overseas) residence.”

I have a similar situation.
My family is staying in a rental house for a short term before the new condo is TOP'ed in 2023. The dilemma is that the current rental house is <1km from the school, yet the new condo is 1-2km.
As the school is pretty popular such that I don't think 1-2km proximity will stay a chance to get in hence I'm prepared to extend the stay in rental house to get the school under <1km category.
So the problem is once we have got the kid registered the school (successfully, fingers crossed) at her 5-y-o, and plan to move to the new condo (say 12 months later).
Now, questions:
1. is it possible to move to the new condo whilst remain the NRIC address at the previous rental place? (I mean, there'll still a gap to renovate the house before moving in right?)
2. say for the sake of retaining <1km, I update my NRIC address to the new condo whilst my spouse retains the rental address, is it workable? (or will be questioned and hammered pretty badly by MOE?)
3. If we both change the address, and here comes this clause \"MOE reserves the right to transfer the child to another school with vacancies\", how likely will this happen and can this be appealed (kneel and beg MOE) to retain the school?

It's a sticky situation, but I don't think you have much of a choice. I would suggest you stay in your rental facilities until your child completes the 30 month requirement, and slowly build up your permanent home and use it as a \"vacation\" home for the weekends in the meantime.

Yar I know that should work... just that the thought of paying on both ends is... hefty and heavy.

Also checked the new house proximity already, unfortunately it falls marginally under red color from what i saw from Onemap.
But for phase 2C, can you please elaborate that? -

Phase 2C has 20 additional places, taken from Phase 2A. That might change Phase 2C intake somewhat, although most likely marginally as those who missed out in Phase 2A are likely to try again in Phase 2C.
...
But for phase 2C, can you please elaborate that? -

I am planning to apply for Pei Hwa under Phase 2B. We recently obtained a form from the Presbyterian church to submit by 31 May. In order to increase our chances we decided to move within 1 km of the school and actually found a place. However the tenancy agreement does not have a termination clause, meaning that we have to stay there for the full 24 months. Is this the usual practice?
My concern is of course if we cannot get into the school, we still have to pay for the rental which will amount to close to $80k over the 2 year period!
Does anyone know that if we fill in a form from the church, does it mean it’s guaranteed or I really have to move to increase my chances? There’s not a lot of data on past years so I am really lost. Help!
