Pei Hwa in 2B will require balloting under 1km. In the last 4 years, the number of places available is at the minimum of 20-22. There were around 29-41 people bidding for those places. Your chance is about 50% at the worst, and 70% at best.
Hi KS sifus
I am planning to apply for Pei Hwa under Phase 2B. We recently obtained a form from the Presbyterian church to submit by 31 May. In order to increase our chances we decided to move within 1 km of the school and actually found a place. However the tenancy agreement does not have a termination clause, meaning that we have to stay there for the full 24 months. Is this the usual practice?
My concern is of course if we cannot get into the school, we still have to pay for the rental which will amount to close to $80k over the 2 year period!
Does anyone know that if we fill in a form from the church, does it mean it’s guaranteed or I really have to move to increase my chances? There’s not a lot of data on past years so I am really lost. Help!
These odds are hard to swallow. Yes, you really have to move and change your NRIC to the new place if you want to play in that game.
Of course if you decide to move, you have still got another shot at Phase 2C with its increased lot of at least 40 seats. In the last 3 years, for Phase 2C, there was between 51 and 63 parents vying for the minimum of 21 seats (a couple of parents withdrew from earlier phases). You might think that now with 40 seats, your odds are higher... but don't forget, there will be more people now who failed in earlier phases competing with you.
Good luck! -

Err... there's more than 10 years worth of data! Not sure how much more you need
Balloting has usually been between 1-2km and >2km. Therefore, to increase your chance (close to being 'guaranteed'), you will have to move to within 1km. That said, if this year suay-suay has balloting < 1km and you couldn't get in, you will be stuck with your rental. Best to negotiate a termination clause in your rental contract. -

Oh yes... so sorry, I misread my stats. Indeed, balloting was for those staying >2km and 1-2km away for Phase 2B. It is the Phase 2C that requires balloting within 1km.

So maybe you should hold off moving, unless you want to be really certain. Have one try at PHPS in Phase 2B and go for another school if you failed. -
By the way… does anyone know why PHPS has the strange number of 224 for the number of places it is offering, over the last 3 years?

Help post a sample of termination clause for him so that he can use immediately. Many not as wise to put one up by themselves. We learn fr you. -

I don’t have a sample termination clause on hand at the moment. I suspect the tenancy KSP is given is based on CEA prescribed template (https://www.cea.gov.sg/docs/default-source/Professionals/Agreements-Checklists/tenancy-agreement-template-for-lease-of-private-residential-properties-2020.pdf) which is silent about lease termination by tenant.

You can use the Diplomatic Break Clause as a sample to insert something similar. Basically, things to note is minimum number of months to lease by tenant (3 months is the minimum by law), treatment of deposit / commission paid, etc. -

That’s a great hint.

- fulfil 3/6 mths rental in accordance to HDB/pte residence
- thereafter each party gives at least 1-2 mths’ notice to vacate
Do u think that aligns similar with break lease in Dip Clause? -

I think your suggestion should be reasonable. Also, usually if less than 12 months, the tenant may have to pay some form of pro-rated reimbursement to the landlord for the commission paid to the agent (if an agent is involved). Again, that's negotiable.

Thanks all sifus. What I meant by data is really the breakdown of the 2B stats - how many go to PVs and how many to clan/church affiliations. I guess this one have to call the school directly but I am doubtful they will release.
In any case grateful for the information and we actually called the agent back to ask for the “early termination” clause to be included. He will get back to us. fingers crossed -

I doubt the school keeps track. When you are in phase 2B, you are in phase 2B. Whether you got there by PV, or by church, or GRL, it’s irrelevant to the system. There’s no quota. Everyone in phase 2B will be treated the same and subjected to the same rules.
