My friend has been scheduled a Video-Consultation with Polyclinic on 21 July 2022 and is still waiting for the confirmation of timing. Any idea whether my friend can return to In-Person consultation so that can take the 02nd booster at the Polyclinic on the same day.
Hmm... polyclinics are now switching their long term care to video conferencing it seems. I just attended one, where the doctor reviewed the blood test I took a week before and we just chatted and that's that. Medication is then couriered to me. Seems to be ok, and I think the routine use of video conferencing these days seem to have triggered the change. Of course not everything can be done via video conferencing, but it is a good start. -

I am afraid the time slot of in person consultation on 21 July 22 at Polyclinic is full booked and they will re-schedule my friend appointment to a later day. I hope my friend can take the 02nd booster as soon as possible.

Does her consultation with the polyclinic and the booster shot have to be tied together? She could just go to one of the JTVC and get the booster separately without waiting for her polyclinic appointment, unless the polyclinic consultation is about Covid. She can just walk in and get the booster even before 21 July.

Thank you for your advice. My friend is those very lazy type of person and doesn't want to travel all the way to VC for vaccination (maybe she is using this as an excuse not to take the 02nd booster), since she will have her medical appointment with the Polyclinic on 21 July 22, she will have no excuse to defer the taking of booster.

From MOH FAQ: https://www.moh.gov.sg/covid-19/vaccination/faqs---booster-doses
Anybody know when can take the 2nd booster after being infected with covid?
This was referring to the 1st booster, but shouldn't be any different for the 2nd, I would think.
Persons who had recovered from COVID-19 and completed the recommended COVID-19 primary vaccination are similarly recommended to receive a booster dose. This should also be from about five months after the last dose of their primary vaccination series and should be received at least 28 days after the infection. -
