FD likely to go up. Put short term like 3mths deposit first, by then just nice for CNY promo.

Think fixed rate facility has been withdrawn and no longer available. Even if there is, the rate is likely be quite high. And to fix for 2 years now, will run the risk of paying the much higher fixed rate as the rates are being reduced.
